Register Vacant Property

How to Register Vacant Property:

 

Step 1. The owner registers a Vacant Property online by creating an eLAPS account or by contacting us at (313) 628-2451. A form can be mailed or e-mailed upon request.  


Step 2. The structure will be registered in the database and the owner will be sent a Certificate of Vacant Property Registration.


Step 3. Owner must schedule a Vacant Property inspection by contacting us at (313) 628-2451


Step 4. The vacant building will have an inspection conducted by a building inspector.


Step 5. All BSEED fees must be paid in full.


Step 6. If the vacant building is in compliance with all requirements owner will receive a Vacant Property Ordinance Certificate of Compliance. No further action will be necessary for one year, except ongoing maintenance of the vacant building as outlined in requirements. 

What happens if violations are found?

Step 1. Owner will be sent a correction order.


Step 2. Owner must comply all violations before compliance date. 


Step 3. Owner must schedule a vacant property re-inspection by contacting us (313) 628-2451.


Step 4. A building inspector will conduct a re-inspection for compliance of outstanding violations.


Step 5. If violations are in compliance owner will receive a Vacant Property Ordinance Certificate of Compliance. No further action will be necessary for one year, except ongoing maintenance of the vacant building as outlined in requirements. 

 

What happens if emergency violations are found?

Step 1. Owner will be sent an emergency correction order.


Step 2. Owner must comply with all violations within 72 hours or less. 


Step 3. Owner must schedule an emergency re-inspection by contacting us (313) 628-2451.


Step 4. A building inspector will conduct a re-inspection for compliance of emergency violations.


Step 5. If violations and emergency violations are in compliance owner will receive an Exterior Certificate of Compliance. No further action will be necessary for one year, except ongoing maintenance of the vacant building as outlined in requirements. 

 

The owner will be billed for an exterior inspection pursuant to the following schedule:


Single Family: $223.00
Two Family: $278.00
Multi-Family: $501.00
Commerical* Flat Fee: $197.00
 

*Commercial buildings must have an interior inspection.


What happens if there is no compliance?

Step 1. Blight ticket(s) will be issued pursuant to Section 8-15-11 of the Property Maintenance Code:

Below is the range of fine amounts you can incur (daily, weekly, and monthly) *

Violation Fine
Failure to comply with an Emergency Order $500 - $5,000
Failure to Register Vacant Property $250 - $500
Failure to Obtain a Vacant Property Ordinance Certificate of Compliance $250 - $1,000
Failure to Maintain Vacant Building as Required  $500 - $3,000
