Sherry Gay-Dagnogo is a Detroit native and longtime educator, policy maker, and civic leader. She holds a Bachelor of Science and a Master of Education in Instructional Technology from Wayne State University.
Her career includes teaching in Detroit public schools, serving on the Detroit Public Schools Community District Board of Education, representing the 8th District in the Michigan House of Representatives, and early service in Detroit city government. As Ombudsman, she will emphasize accessibility, stronger communication with residents, youth engagement, and closing service-delivery gaps in City government.
The Office of the Ombudsman was first chartered more than 40 years ago. It is designed to provide protection for individual citizens, businesspersons, or developers when there is a lack of follow-up or adequate service from City departments.
The Ombudsman is appointed by a two-thirds majority of the Detroit City Council to a 10-year term under the 2012 City Charter (Article 7.5, Chapter 4)
New Leadership
As of October 6, 2025, the Office of the Ombudsman is led by Sherry Gay-Dagnogo, M.Ed., who begins her 10-year term through 2035. She was selected by the City Council on September 30, 2025.
Ombudsman Gay-Dagnogo brings decades of experience in public education, city and state government, and community service in Detroit — returning home to lead an independent office grounded in equity, accountability, and service to residents.
Mission & Scope
In her role, Ombudsman Gay-Dagnogo acts as a liaison between the City of Detroit and any individual or business that has a complaint or inquiry into the operations of a City department or the conduct of a City employee. The Office remains an independent oversight body, offering a confidential avenue to address complaints, and proposing policy or procedural changes when systemic issues are identified.

- Free, confidential service for residents and businesses with concerns about City-provided services.
- Independent review and analysis of complaints or inquiries involving City services or City employees, aimed at identifying a fair resolution.
- Thorough investigations of complaints or inquiries, followed by recommendations to the appropriate department or person.
- Prompt response and follow-up on each inquiry.
- Identification of barriers interfering with efficient complaint resolution.
- Written responses and recordkeeping of actions taken.
