The Central Design Region serves Council Districts 5 and 6, and provides planning and design leadership and coordination, with the goal of achieving neighborhood stabilization and revitalization and supporting the growth of population and jobs.

The Framework recommendations were developed in partnership between the residents of the North End, community stakeholders, and the City of Detroit.

The Rosa Parks and Clairmount Neighborhood Framework Plan is in the implementation phase and includes a ½ square mile of the neighborhood within a 1 mile stretch of historic 12th street.
