What is Midwest-Tireman?
Midwest-Tireman, or “The Study Area,” is the name of the framework study area. The framework name, Midwest-Tireman, is a combination of two “official” names of the neighborhood. The Department of Neighborhoods (DON) refers to the neighborhood as “Midwest”; whereas the City of Detroit’s Master Plan refers to the same area as “Tireman”.
The advent of the Joe Louis Greenway highlights the crossroads in which this neighborhood lies. “Making Connections with New Opportunities” emphasizes the nodes created from the Greenway’s path as well as existing major thoroughfares that connect this neighborhood to the rest of the city.
The City of Detroit’s Planning and Development Department (PDD) is structuring a planning framework for the Midwest-Tireman neighborhood. The year-long process began in September 2022. The elements of the framework are Neighborhoods and Housing, Retail and Economic Development, Industrial Center Development, Mobility, and Parks and Open Space. This an acknowledgment of the future impact of the Joe Louis Greenway (JLG) - the first segment of which is in the neighborhood, challenges of a low-density neighborhood, and the potential opportunities in future development because of its location, and past industrial assemblage. While working with our partners including but not limited to the city of Detroit government (HRD, DWSD, DPW, GSD, DON), allied agencies (DEGC, Invest Detroit), residents, and businesses, collectively we will realize a framework for future growth, noting challenges ahead, and strategizing for opportunities ahead in this 2.85 sq mi area.

The Framework Podcast
"The Framework" is a podcast produced by the Planning and Development Department that is focusing on the Midwest-Tireman Planning Area as part of the Midwest-Tireman planning process.
The podcast is another tool in the department to encourage active engagement within the planning process. The goal is not only to speak and build relationships with residents volunteers, and local entrepreneurs of Midwest-Tireman, but to have them further engaged in the planning process, and have their input inform the process as a whole. We will view their input through the lens of the Midwest-Tireman Framework elements.
Midwest at a Glance
We take a glance at the population, income levels, education, and more in this demographic highlight based on the 2020 census. See how Midwest-Tireman compares to the city of Detroit at large in population trends. Like many Detroit neighborhoods, Midwest-Tireman has not been immune to steep population declines. But in some measures of hope show a growing Latino population at a rate faster than the city average.
Midwest-Tireman History
Midwest-Tireman has left an indelible imprint on the city’s cultural, social, and economic fabric. Even the neighborhood’s own identity has evolved over time. From the site of the first Lincoln assembly plant to jazz greats at the Blue Bird Inn, to the migration patterns heading west as opportunities arose and racially restrictive covenants struck down court, we tell the history of Midwest-Tireman and its historic contribution to the Motor City.
