Response to Stellantis Air Quality Violations 

Summary: 

  • EGLE has received numerous complaints from the public 

  • EGLE responded by visiting the site on several occasions 

  • During the site inspections, EGLE has substantiated odor complaints 

Summary of Actions taken by EGLE: 

  • 7 Violation Notices have been issued to Stellantis by EGLE – 6 for odors and 1 for improperly installed equipment between 2018 and 2022 
  • At EGLE's request, the United States Environmental Protection Agency did mobile air monitoring on November 16 and 17, 2021
  • On November 18, 2021, EGLE reported that they started escalated enforcement against Stellantis related to violations above
  • On December 2, 2022 EGLE and Stellantis entered into a consent agreement covering all previous violations
  • Since the Enforcement Action, 1 additional Violation Notice was issued for odors on May 11, 2023 resulting in a monetary stipulated penalty as required by the consent 2022 order
  • A second regenerative thermal oxidizer (RTO2) began operation on July 5, 2023 and was inspected by EGLE Air Quality Division (AQD) staff on July 17, 2023 for proper installation and operation
  • A second consent order was proposed and a public comment and public hearing is scheduled for January 9, 2024

  • This is an EGLE enforcement action 

  • The city of Detroit supports EGLE and USEPA in this matter

  • The City of Detroit started supplemental monitoring, the result of which can be viewed
