RFP | 185857 Emergency Shelter and Street Outreach Services for the Unhoused

The City of Detroit’s Office of Contracting and Procurement (OCP), on behalf of the Housing and Revitalization Department (HRD), is seeking proposals from dedicated, qualified organizations ready to make an impact in our community.

We’re looking for partners to deliver emergency shelter, stand-by shelter, and nighttime street outreach services for Detroit residents experiencing homelessness.

🔹 Note: Existing emergency shelter programs with City contracts from July 1, 2024 – June 30, 2025 are not eligible for this round
🔹 Warming Centers and Transitional Housing programs are also not eligible under this RFP
