The Office of Public Health Emergency Preparedness (OPHEP) at the Detroit Health Department is dedicated to protecting the health and safety of Detroit residents before, during, and after public health emergencies.

OPHEP focuses on planning and preparing for community health disasters, including chemical, biological, radiological incidents. Our team develops, maintains, and regularly updates emergency response plans, conducts drills and exercises to test and strengthen preparedness efforts. We also ensure that Detroit Health Department staff receive the appropriate training to effectively respond to public health emergencies.

Through collaboration with local, regional, state, and federal stakeholders, OPHEP works to ensure residents receive necessary resources during an emergency. Other responsibilities include:

  • Personal Protective Equipment (PPE) Management

  • Medical Reserve Corps (MRC) Recruiting and Training

  • Points of Dispensing (Medical and Non-Medical)
