The Civil Rights, Inclusion, & Opportunity Department (CRIO), formerly known as the Human Rights Department, was created by the 1974 City Charter to replace the Commission on Community Relations. In 1994 the Contract Compliance division of the Finance Department was moved to the CRIO Department, shifting economic development under its purview. An 11 member Civil Rights Commission appointed by the Mayor and approved by City Council determines initiatives and policies. The department’s role continues to expand as new opportunities to achieve its mission are developed and implemented, and as the department is charged with new responsibilities.
