The Housing Strategy builds a neighborhood where high-quality, accessible, and diverse housing options are affordable to households of all incomes. Greater Corktown stands on the brink of major investment and a period of transition. The strategy aims to ensure that residents of all incomes can remain in the neighborhood, and experience and participate in the neighborhood’s economic activity. 

CKG residents will have diverse housing options designed with features and amenities they have identified as priorities. Residents at CKG and other affordable housing communities will be protected from future displacement through the preservation and expansion of affordable units. New mixed-income housing development at CKG and throughout Greater Corktown will meet high standards for design, safety, sustainability, and accessibility. 

Housing will be affordable to households with incomes up to 30%, 60%, 80%, 120% AMI and above. The Plan will create: 

  • 222 replacement units for returning CKG residents
  • 85 Project-Based Vouchers (“PBV”) replacement units for very low-income households committed by the Michigan State Housing Development Authority
  • 308 Low-Income Housing Tax Credit affordable units
  • 36 workforce units (affordable for 80%-120% AMI)
  • 111 market-rate units
  • 25 affordable homeownership opportunities

 

Detroit CNI Greater Corktown Housing Phases

 

 

Explanation of the Housing Phases

Phase I: Left Field I & II: 

  • Left Field will be a multi-family housing project containing a total of 120 units at varying levels of affordability and will provide 48 affordable units as replacement units for CKG residents. This development will be comprised of Studio, 1 Bedroom, and 2 Bedroom units.
  • Left Field I broke ground on July 27, 2022, with financial support from a 9% Low Income Housing Tax Credit (LIHTC) award, Michigan State Housing Development Authority, City of Detroit Community Development Block Grant (CDBG) and HOME funds. Left Field I welcomed 60 residents in December 2024. See press release here.
  • Additional financial resources are being identified to support the development of Left Field II to start construction, which was awarded funding through the Michigan Economic Development Corporation’s Community Revitalization Program (MEDC-CRP) in 2023. 

Phase II: Preserve on Ash I-III + Preserve Estates: 

  • Preserve on Ash I PoA) broke ground on 69 units of housing on July 25, 2024, with financial support from a 9% LIHTC award, MSHDA, MEDC-CRP, Detroit Housing for the Future Fund via Ford Motor Company, Michigan’s Department of Environment Great Lakes, and Energy (EGLE), Federal Home Loan Bank of Indianapolis, Capital Magnet Funds, and City of Detroit CDBG, Choice Neighborhoods, and American Rescue Plan Act funds. 48 units will be income restricted at or below 30-80% of Area Median Income; 21 units will be market rate. 5,865 square feet of retail space will also be incorporated into the development.   • Preserve on Ash II will bring 31 one-, two-, and three-bedroom units to the North Corktown neighborhood serving households earning 30-80% of the Area Median Income with financial support from a 9% LIHTC award, MSHDA, Michigan's Department of Environment Great Lakes, and Energy (EGLE), DTE Energy Efficiency rebates and City of Detroit CDBG-DR funds has supported this development, which broke ground in January 2026 and is projected for completion in Q4 2027.
  • Preserve on Ash III will bring 60 one-, two-, and three-bedroom units to serve households earning 30-80% of the Area Median Income  Financial support from a 4% LIHTC, MSHDA, EGLE, Bedrock, Federal Home Loan Bank of Indianapolis and City of Detroit HOME, and Choice Funds will support this development to begin construction in Q3 2026.
  • Phase IIA will contain three phases of multi-family housing in North Corktown and include the Owen School Site Community Empowerment Center. It will contain a total of 160 units including 139 affordable units as potential replacement units. This development will be comprised of 1 Bedroom, 2 Bedroom units, and 3 Bedroom units.

Phase III: Clement Kern Gardens I-V: 

Mayor Mary Sheffield recently joined development partners, residents, and community leaders to celebrate the next phase of Corktown's transformation: three major mixed-income housing developments --- Bagley Townhomes & Flats on 10th, West of 10th Apartments, and Trumbull Apartments --- now under construction on the former Clement Kern Gardens site.   • Clement Kern Gardens is the target site for this CNI. The three buildings will be demolished in phases and rebuilt as a mixed income development. The development will include over 300 new units at varying levels of affordability, where over 150 will be affordable units available as return or replacement units for current Clement Kern Gardens residents. This new construction will contain townhomes and apartments ranging from 0 to 3 bedrooms. Demolition began at CKG East in mid-November 2025.
  • Bagley Townhomes & 10th Street Flats will bring 54 studios, one-, two- and three-bedroom units to serve households earning 40 – 80% of Area Median Income and 10 units will be offered as market rate. Financial support from MSHDA and the City of Detroit CDBG-DR and Choice funds has supported this development, which broke ground on November 19, 2025 and is projected for completion in Q4 2027.
  • Trumbull will bring 88 studio, one- and two-bedroom units to Corktown, with 72 units serving households earning 30 – 80% of Area Median Income and 16 units offered at market rate. Financial support from a 4% LIHTC, MSHDA, and the City of Detroit HOME, CDBG-DR and Choice funds will supported this development, which broke ground in April 2026 and is projected for completion in Q1 2028.
  • West of 10th will bring 46 senior living one-bedroom units to Corktown, with 40 units serving households earning 40 – 60% of Area Median Income and 6 units offered at market rate. Financial support from a 4% LIHTC, MSHDA, and the City of Detroit, CDBG, and Choice funds has supported this development, which broke ground in January 2026 and is projected for completion in Q4 2027.
  • CKG Central I & II will provide mixed-income housing opportunities with a single-building development. The project was awarded financial support from MSHDA utilizing a 9% and 4% LIHTC split transaction structure, with construction projected to begin in Q3 2026. See press release here.  

Phase IV: Bridge I-III 

  • Bridge I will bring 29 one-, two-, and three-bedroom units to serve households earning 30 – 80% of Area Median Income. Financial support from MSHDA, and the City of Detroit HOME, CDBG, and Choice funds will support this development to begin construction in Q4 2026.
  • Bridge II will bring 42 one-, two-, and three-bedroom units to serve households earning 30 – 80% of Area Median Income; 7 units will be offered as market rate. This development is seeking financial support from MSHDA and City of Detroit Choice funds with an outlook to begin construction in Q4 2026.
  • Bridge III is being conceptually designed to serve households with a range of income. The development is seeking financial support from MSHDA and various City of Detroit funds, with construction projected to begin in 2027.

Relocation

The Choice Neighborhoods team, in partnership with our development partners, continues to implement relocation activities in full alignment with the U.S. Department of Housing and Urban Development (HUD) requirements and federal resident protection standards. 

All relocation efforts have been executed in compliance with the Uniform Relocation Assistance and Real Property Acquisition Policies Act (URA) and 24 CFR Part 42, ensuring residents receive all required notices, advisory services, and financial protections under federal law.

Relocation remains a structured, resident-centered process designed to minimize disruption while maintaining housing stability throughout redevelopment.

Relocation Highlights:

  • Since December 2025, the team has relocated 25 residents from CKG to Left Field I, supporting early redevelopment milestones

  • An additional 18 residents were relocated between April and September to comparable housing throughout Metro Detroit.

Upcoming Relocation Phase:

 

  • Wave 3 of relocation is anticipated in Q4 2027, following completion of one or more redevelopment phases.

  • To ensure adequate preparation time formal relocation notices will be issued to both on-site and off-site CKG residents at least six months prior to relocation.

All eligible residents will maintain their Right to Return to newly constructed units at the redeveloped target site. Residents will not be permanently displaced as a result of redevelopment activities and will receive ongoing communication regarding construction timelines and unit availability. 

 

The Resident Relocation Readiness Checklist

The Resident Relocation Readiness Checklist was created to support residents as they navigate the relocation process. Drawn from the real experiences and insights of Corktown and Greater Corktown (CKG) residents who have already transitioned to new homes, this checklist serves as a practical guide to help residents stay organized and informed every step of the way. Whether you are gathering documents, understanding your rights under the Uniform Relocation Assistance Act, planning your move, or preparing to move into your new apartment, the checklist provides a clear roadmap of what to expect and what to prepare. We designed it as a reminder that you have rights throughout this process—from choosing your moving options to reviewing lease terms to connecting with the IMS Relocation Lead and ACD team. We encourage residents to reference this checklist as they plan their move and to share it with others in their household who may benefit from the guidance.

 

Section 3 Jobs and Business Opportunities

Through the City of Detroit's Section 3 Program, you may have access to job training, employment, and contracting opportunities connected to new housing development in your neighborhood. These opportunities prioritize low-income residents and local businesses. 

Overall, the program sets goals to:

  • Award at least 10% of construction contracts to Section 3 businesses

  • Award at least 3% of non-construction contracts (such as professional services) to Section 3 businesses

  • Ensure at least 30% of new hires are Section 3 residents 

You can receive support through the Detroit Employment Solutions Corporation (DESC), where a Job Development Specialist will help you enroll in training programs for in-demand trades and connect you to job opportunities as construction phases begin.
