What is the DDOT DBE Program?

​​We promote a DBE Program in accordance with regulations of the U.S. Department of Transportation (DOT) Title 49, Code of Federal Regulations (CFR), Part 26 "Participation by Disadvantaged Business Enterprises in Department of Transportation Financial Assistance Program" (49 CFR Part 26).  As a condition of receiving federal financial assistance from the Department of Transportation, we have signed an assurance that we will comply with 49 CFR Part 26.

It is our policy to ensure the DBEs, as defined in 49 CFR Part 26, have an equal opportunity to receive and participate in DDOT DOT-assisted contracts.  It is also our policy to: 

  1. Ensure nondiscrimination in the award and administration of all DDOT contracts and subcontracts
  2. Create a level playing field by which DBEs can compete for and perform in DDOT DOT assisted contracts
  3. Ensure that the DDOT DBE Program is narrowly tailored in accordance with applicable law
  4. Ensure that only firms that fully meet 49 CFR Part 26 eligibility standards are allowed to participate as DBEs
  5. Eliminate barriers hindering DBE participation in DOT-assisted contracts
  6. Promote the use of DBEs in all federally assisted contracts and procurement activities at DDOT
  7. Support the development of firms that can compete successfully in the broader marketplace outside the DBE program
  8. Offer flexibility to recipients of Federal financial assistance in creating opportunities for DBEs 
What is a DBE?

A DBE is a for-profit small business that is at least 51 percent owned by one or more individuals who are both socially and economically disadvantaged, and whose management and daily business operations are controlled by one or more of the socially and economically disadvantaged individuals who own it.

What is the overall goal in terms of participation of DBEs in DDOT contracts?

For Federal Fiscal Years 2023-2025 (October 1, 2023-September 30, 2025), DDOT's overall goal is 15%.  For Federal Fiscal Years 2025-2027 (October 1, 2025-September 30, 2027), DDOT's proposed overall goal is 14%.  DDOT has currently implemented a race-neutral DBE program. Under a race-neutral DBE program, there are no specific contract goals for DBE participation.  Instead, DDOT uses various outreach measures aimed at increasing DBE and other small business participation on its DOT-assisted contracts.
