Since 2018, the City of Detroit Housing & Revitalization Department has focused affordable housing investments into defined Targeted Multi-Family Areas. This is intended to meet the following objectives:
- Provide housing opportunities for low-income households in neighborhoods that support economic opportunity
- Use housing investments to contribute to the creation of high quality mixed-income neighborhoods
- Align housing investments with public and private investments in infrastructure, commercial corridors, community facilities, transportation, and employment centers.

Key Policies for TMFAs:
Allocation of Public Funding in TMFAs
HRD will, for applicable projects and to the greatest extent possible, award public affordable housing funds to projects within established TMFA boundaries. This policy applies to all direct investment of public resources including but not limited to:
HOME Investment Partnerships Program (HUD)
Community Development Block Grant Program (HUD)
Affordable Housing Development and Preservation Fund (City of Detroit)
Project Applicability
The requirements to target affordable housing investment within TMFA boundaries apply to the development or redevelopment of new housing projects of 5 or more units. This applies to individual structures with 5 or more units or projects with 5 or more units over multiple sites/parcels.
This requirement does not apply to the following project types:
Single family (1-4 unit) rehabilitation projects with for-sale component
Occupied preservation projects
Exemptions
Projects meeting one or more of the following criteria will be considered exempt from TMFA funding restrictions:
Projects that were located within a TMFA when site control was obtained but are no longer in a TMFA due to changes made to TMFA boundaries.
Projects that are within 500 feet of a TMFA boundary.

Requesting an Exemption
Developers may request an exemption from this policy as part of a request for funding if a proposed project is located outside of a TMFA but the developer contends that the project meets the objectives of the TMFA policy. The procedure for making a request is described in the application materials for City affordable housing funding.
