DDOT is hosting a public hearing on Thursday, July 17, at 5:00 p.m., to get feedback on proposed service enhancements that would take effect on Sept. 1, 2025 (proposed date).

DDOT proposes improving weekday frequencies on the following routes:

  • 15-Chicago/Davison: Improve weekday base frequency from 60 to 45 minutes, and weekday peak frequency from 45 to 30 minutes.
  • 19-Fort: Improve weekday base frequency from 50 to 40 minutes, and weekday peak frequency from 45 to 30 minutes. Improve Saturday daytime frequency to every 40 minutes.
  • 23-Hamilton: Improve weekday base frequency from 60 to 40 minutes, and weekday peak frequency from 40 to 30 minutes.
  • 27-Joy: Improve weekday peak frequency from 50 to 35 minutes.
  • 30-Livernois: Improve weekday base frequency from 60 to 45 minutes, and weekday peak frequency from 45 to 35 minutes.
  • 38-Plymouth: Improve weekday base frequency from 60 to 45 minutes, and weekday peak frequency from 45 to 35 minutes.
  • 41-Schaefer: Improve weekday base frequency from 60 to 45 minutes, and weekday peak frequency from 45 to 35 minutes.
  • 43-Schoolcraft: Improve weekday base frequency from 60 to 45 minutes, and weekday peak frequency from 45 to 30 minutes.
  • 54-Wyoming: Improve weekday base frequency from 60 to 45 minutes, and weekday peak frequency from 45 to 35 minutes.

 

 

Public Notice of Proposed Surveillance Technology Deployment

The Detroit Department of Transportation (DDOT), in accordance with the Community Input Over Government Surveillance (CIOGS) Ordinance (Detroit Municipal Code §§ 17-5-451 to 17-5-459), hereby provides public notice of its intent to deploy a digital video surveillance system on its fixed-route bus fleet.

A formal Surveillance Technology Specification Report (STSR) has been submitted to the Detroit City Council and is now available for public review at the City’s transparency portal.

Technology Summary:

· Multi-camera video systems with GPS, LTE, and Wi-Fi

· Audio capture for incident verification

· Secure, encrypted storage with role-based access

· Activatable event tagging for security/safety incidents

· Does not use facial recognition

· Does not target individuals or groups

· Is used only in support of public safety and incident investigation.

· Access is strictly role-based and logged.

Public Comment Period

The report will be available for a minimum of 14 days prior to City Council deliberation.

Summary

The system will enhance passenger safety, provide evidentiary support for incident review, and ensure compliance with civil rights obligations.

Council Action Requested

Approve the Surveillance Technology Specification Report (STSR) for deployment of surveillance technology by resolution as required by Section 17-5-453.

Key Safeguards

· No facial recognition or biometric tracking

· Role-based access control and encryption

· Compliance with FOIA, ADA, and Title VI

· Civilian complaint mechanism and quarterly audit

Fiscal Information

Procured via competitive bid; FTA 5307 funds utilized. Full cost includes installation, training, warranty, and maintenance. No general fund impact projected.
