How to Appeal Your Assessment

There are three steps to the annual appeal process:

  1. Assessors Review (local)
  2. March Board of Review (local)
  3. Michigan Tax Tribunal (state)

Board of Assessors Review can consider such circumstances as structural defects, fire damage or demolition.  Property Owner/Authorized Agent may appeal the 2023 assessed value at this time.  Persons acting as the authorized agent for the property owner must submit a completed “Letter of Authorization”, as prescribed by the City of Detroit.  All companies, LLC’s and/or Corporations must provide organization documents along with title and name of authorized person to act on behalf of the company. Properties may be subject to interior/exterior inspection based on statement or evidence provided. If you would like to speak with an appraiser; a scheduled appointment will be made over the phone. 

2023 Assessor Review will open February 1, 2023.   

To appear before the Board of Review, an appeal must be made during the February Assessors Review Period, February 1, 2023 thru February 22, 2023 by 4:30 pm.   Appeals will only be accepted during February 1, 2023 thru February 22, 2023 timeframe. Any appeal submitted before that date will not be accepted. Additionally, the appeal must be for the 2023 year only.

Property Owner/Authorized Agent may Appeal online at Detroitmi.gov/PropertyTaxAppeal (the link will be accessible on February 1, 2023), email [email protected] , in person at the Detroit Tax Service Center, Monday-Thursday 8am-4:30pm, 2 Woodward Avenue, Suite 130, or by letter to: Assessor Review, 2 Woodward Avenue, Suite 804, Detroit, MI 48226. Any appeals submitted online or email must be received by 4:30pm on February 22, 2023.  If the appeal is in writing, the envelope must be postmarked by February 22, 2023. A drop box is located outside the Woodward public entrance of the Coleman A. Young Municipal Center to submit your appeal.   Faxed appeals will not be accepted. 

To service the City's taxpayers more efficiently we have initiated a process which will be required in situations involving multiple appeals.  There are two ways you can submit your appeals. For submission of 10 or more appeals, the appeals can be submitted online, ten at a time by using the link above or by using the spreadsheet below. If you plan to proceed to the March Board of Review, you may present your appeals to both the Assessors Review and March Board of Review. Representatives must provide a Letter of Authorization for each parcel if the taxpayer of record varies.

If you are not satisfied with the February Assessors Review decision, you must write the Board of Review on or before the second Monday in March.

Property Classified Commercial Real, Industrial Real, Personal Property
Protest at the Board of Review is necessary to protect your right to further appeals to the Michigan Tax Tribunal for valuation and exemption appeals and/or State Tax Commission for classification appeals. To appeal a decision of the Board of Review, you must write to the Michigan Tax Tribunal by July 31st of the current year.

 

Property Classified Commercial Real, Industrial Real, Personal Property
Commercial, Industrial and Personal Property Taxpayers may appeal to the City of Detroit or directly to the Michigan Tax Tribunal. If they chose to appeal to the Michigan Tax Tribunal, they must do so in writing by May 31st. Additionally, Personal Property owners must have filed their Personal Property statement by Febuary 20, 2023.  Residential Property must begin the appeals process February 1st thru 22nd at the Assessors Review.

Note: The denial of an exemption from the local school operating tax for homestead properties may be appealed to the Michigan Department of Treasury.

 

March Board of Review Hearings
Begins the Tuesday following the first Monday in March (March 7, 2023) and ends March 25, 2023. Taxpayers will receive an appointment to appear before the Board of Review.

 

HOMESTEAD AFFIDAVIT INFORMATION REQUIRED BY P A 237 OF 1994: IF YOU PURCHASED YOUR HOMESTEAD AFTER MAY 1 LAST YEAR, TO CLAIM THE HOMESTEAD EXEMPTION, IF YOU HAVE NOT ALREADY DONE SO, YOU ARE REQUIRED TO FILE AN AFFIDAVIT BEFORE MAY 1.  HOMESTEAD AFFIDAVITS ARE ACCEPTED AT THE DETROIT TAX SERVICE CENTER, ROOM 130, COLEMAN A YOUNG MUNICIPAL CENTER, DETROIT, MI 48226.

July Board of Review
Convenes the Tuesday following the third Monday in July.


December Board of Review
