What is Concept Plan Review?
Concept Plan Review (CPR) is a pre-development design review service offered by the City of Detroit Planning and Development Department.
How do I start?
The first review meeting will be held in conjunction with the Buildings & Safety Engineering department as part of the preliminary plan review. To schedule the preliminary plan review meeting and to kick off your design review with PDD - click here to schedule our preliminary plan review.
How long does it take?
PDD will review development Projects in 1 to 3 meetings to confirm accordance with Planning and Development Department (PDD) Guiding Principles.
What is needed to complete a design review?
PDD requests the following information on 11x17 for Meeting #2 of the Design Review Process:
- Site Location Map
- Existing Site Aerial
- Zoning Analysis – identifying zoning district info, parking requirements, setbacks, etc. ( use the zoning portal found on BSEED’s webpage: https://permits.detroitmi.gov/ )
- Conceptual Site & Landscape Plan – including parking and site access;
- Conceptual Floor and Roof Plans
- Conceptual Exterior Elevations showing material scope, pattern & transitions (with images of proposed design within the context of the adjacent buildings, if any, and the neighborhood)
- Conceptual Building Section – thru the building showing the street, parking and rear alley
- Conceptual 3D Massing Views of the proposed development and surrounding context
- At least one Conceptual 3D Rendered View that shows the desired end result or design intent of the development
- Conceptual Exterior Material Palette with sample images illustrating finish and desired texture
What are PDD’s Guiding Principles?
The City of Detroit is committed to advancing equity, sustainability, resilience, and healthy living for those who live, work and play within and around project areas. Proposals for development should follow basic urban design principles and established neighborhood development strategies that will offer a variety of building typologies with meaningful architectural expressions. Buildings shall be designed in proper form and function within the neighborhood context, and shall be placed in relationship to adequate open space. Proposed open space (streets, parks, and squares) and buildings shall be designed in relationship with each other, with the understanding that the parks, streets, and squares facilitate “eyes and ears on the street.” In general, the City will review new development projects against these guiding principles.
City Policy Relating to PDD Review
Concept Plan Review may be required of projects which involve acquisition of City-owned land and/or public funds. Submittal for concept plan review shall be to the Planning and Development Department prior to the permit approval process.
Community Benefits Ordinance Tier 2 Developers will meet with the Planning & Development Department to review development projects.
