Davis-Bacon

The Office of Davis-Bacon and Labor Standards (DBLS) is responsible for HUD's overall compliance with the Federal prevailing wage requirements applicable to HUD-assisted and insured housing and community development programs covered under the Davis-Bacon and Related Acts. Davis-Bacon and Labor Standards also administers Federal prevailing wage requirements applicable to maintenance employees of public housing agencies and Tribally Designated Housing Entities.

Through the Office of Davis-Bacon and Labor Standards (DBLS), HUD monitors and enforces the payment of prevailing wages, overtime pay, and recordkeeping. This office also conducts investigations into suspected violations of Federal labor standards provisions. We work in partnership with the U.S. Department of Labor and are actively engaged on federal interagency initiatives named in the White House Task Force on Worker Organizing and Empowerment. 

Many HUD programs include provisions for compliance with Federal labor provisions, including the payment of Federal prevailing wage rates on covered projects. The Office of Davis-Bacon and Labor Standards (DBLS) is responsible for oversight and enforcement in most of these areas.

The City of Detroit, Housing and Revitalization Department’s Davis-Bacon and Labor Standards staff ensure that construction laborers and mechanics working on covered projects within the city of Detroit are paid no less than the Federal prevailing wage rate for the type of work they perform. There are similar requirements for laborers and mechanics performing maintenance work for public and Indian housing agencies. In addition to these responsibilities, HRD Labor Standards staff work to support employment and apprenticeship initiatives.

Davis-Bacon and Labor Standards staff undertake investigations into suspected violations of Federal labor standards provisions. Additionally, Labor Standards staff provides technical support to developers, contractors and partner agencies.
