The Non-Motorized Transportation Plan (NMTP) identifies priority locations for walking, biking, and other non-motorized pathways to improve quality of life, enhance safety and connectivity, support sustainability, and reduce congestion, emissions, noise, and energy use. Beyond providing safe and visually appealing routes for pedestrians, cyclists, scooter riders, and others, the network will become part of the community fabric. This network system requires a clear understanding of neighborhood contexts (including existing neighborhood framework plans), corridor dynamics, the diverse needs of non-motorized users and their interaction with the rest of the transportation network. In Detroit, 34% of residents do not have access to a car, so a strong and well-connected NMTP is crucial to ensuring equitable and reliable mobility options for all. A comprehensive NMTP is an essential step toward achieving the Streets for People vision.

An updated non-motorized network will provide the roadmap to create safer and convenient trips for residents to everyday destinations such as shops, workplaces, and schools. The NMTP will address bikeways and walkway gaps strengthening connections to transit.
