The Comprehensive Safety Action Plan (CSAP) is a citywide approach to increasing Detroit’s roadway safety, aligned with Detroit’s Safe Streets for All grant commitment and the Streets for People’s “Safety First” value. Through the CSAP, the Department of Public Works (DPW) proposes to refine the strategies, actions, and projects needed to meet our commitment to eliminating serious injury and fatal crashes in Detroit.

The CSAP is an implementation-focused document that outlines the specific strategies, countermeasures, and investments needed to achieve a safer city, as envisioned in the Streets for People plan. The CSAP emphasizes a proactive, systems-based framework that recognizes crashes are preventable and requires coordinated action across policies, programs, and evaluation.

The CSAP will continue to receive updates every 5 years, that align with Streets for People values, reflect new data, emerging safety best practices, evolving technologies, and ongoing community input. The plan also advances regional commitments, including SEMCOG’s goal of eliminating fatal and serious injury crashes by 2050 and alignment with the Southeast Michigan Traffic Safety Plan.
