The Joe Louis Greenway is a recreational pathway that will unify Detroit’s neighborhoods, people and parks. Through this greenway, we strive to honor Joe Louis by providing equitable spaces through arts, programming, and economic opportunities for all. This Neighborhood Planning Study is not about the greenway itself. It is about making sure the greenway benefits the neighboring communities, building upon the vision for inclusive growth and economic opportunity identified in the previously completed Joe Louis Greenway Framework Plan.

This study assessed roughly a half mile on either side of the greenway route and further refined engagement and recommendations in five targeted neighborhood areas adjacent to the Joe Louis Greenway.

The Planning Study was a two-year community planning process with residents and stakeholders concluded in September 2024. Public engagement comprised of both city-wide and neighborhood focused meetings, held virtually and in-person. Additional small group conversations were hosted by the Community Leadership Team, including neighborhood Move & Talks and On-site Housing Discussions.
Each neighborhood area has Neighborhood Playbook that identifies recommendations for investments and improvements unique to the needs and opportunities of that place. See links below for individual Joe Louis Greenway Planning Study Playbooks
These strategies are shaped by an overall evaluation of the Joe Louis Greenway investment which can be found in the Executive Summary that identifies policies and programs needed to maximize the positive impact of the greenway and promote equity.

The Joe Louis Greenway Neighborhood Planning Study is a two-year-long community planning process that seeks to answer the question, how do we best leverage the investment in the Joe Louis Greenway to create prosperity and equitable outcomes for nearby residents and businesses?
It will assess opportunities for neighborhoods to better connect to and benefit from the greenway, including studying the potential opportunities and impacts stemming from historical and systemic inequities, in order to build policies and practices that are restorative, prescriptive, and holistic.
The planning study will take place in the planning areas outlined on the planning study map, located along the JLG route. The planning study will take approximately 2 years to complete.
We will learn the ways in which we can support current and future developments in housing and economics in each of our planning areas.
Community engagement is at the forefront of our planning study process. We will host multiple meetings in each planning area in which residents, stakeholders, and local businesses can get involved in providing ideas and feedback throughout our process. Sign up for the mailing list to stay informed of what we have going on and where.
Resident can learn about updates to the planning study by attending our community engagement meetings, both in-person and virtual, by subscribing to the newsletter, and by adding your email to our official mailing list.
During more than two years of extensive community engagement with residents around the investment and development of the greenway, we often heard them speak about the need to heal historical injustices and create spaces that serve communities of color first, as well as the need to unify our neighborhoods. The Joe Louis Greenway can serve as the anchor for those necessary equitable and meaningful investments: in addition to the construction of the greenway and park assets, additional investments from City and private partners will be made in strategies such as homeowners’ stabilization programs, affordable housing and preservation, wealth-building opportunities, workforce development, and small-business support through an equity lens.
Residents can give suggestions and feedback by attending any of our community engagement meetings, emailing us at [email protected], or reaching out to anyone on our planning study team.
