Subject: Clarification of Program Guidelines

Purpose: This bulletin provides clarification on the Detroit Down Payment Assistance (DPA)Program Guidelines for Phase III.

Effective April XX, 2026:

To ensure consistent implementation across partners, HRD confirms that the official andgoverning version of the program guidelines is the version published on the City of Detroit’sDPA website: www.detroitdpa.org.

• Lenders and real estate professionals are required to follow the program guidelines asposted on the City’s website
• The website will serve as the primary and most current source for all program guidance.
• Any previously distributed versions should be disregarded in favor of the website version
• All new and prior DPA requests must align with the guidelines currently posted online
