Unapproved fill material environmental testing

What is happening?

The City is conducting testing at select demolition sites to verify that the fill used after demolition meets contractual environmental

Why is this happening?

The City received information that unapproved fill material may have been used at certain demolition sites. Environmental testing is being done to confirm conditions and determine whether corrective action is needed. 

When did this start?

Environmental testing began in July 2025 and is ongoing. 

How many sites are scheduled for environmental testing?

The number of properties may change as the investigation continues. As of January 2026, the environmental testing schedule included approximately 651 sites. Due to factors such as weather, location, and the ongoing investigation, information about where a site is on the testing list or date a site is scheduled for testing will not be made available.

How long will it take to test all sites?

Environmental testing across all identified sites is expected to be completed by late spring 2026.

How long is the initial testing?

Timelines vary by location and weather. Initial testing can take 3-4 weeks.

How long does the removal of unapproved fill take?

Timelines vary by location and weather. Removal of unapproved fill can take 6-8weeks

How long is the replacement process of unapproved fill?

Once verification process is completed it can take approximately 3 weeks to complete replacement.

What if sidewalks are damaged during the replacement and removal process?

The contractor will replace all sidewalks that were damaged during this process.

What happens if the soil meets standards?

No further action is required, and a notice is provided

What happens if the soil does not meet standards?

Contractors will remove and replace the fill material. Property owners and neighbors are notified throughout the process. 

Who is overseeing this work?

The Construction and Demolition Department (CDD) coordinates and manages the testing, removal, replacement, and resident communications related to this process.

Who is doing the sampling?

Mannik & Smith is the environmental consulting firm conducting sampling on behalf of the City.

Why am I getting this notice?

You received the notice because you live within approximately 400 feet of a demolition site that is being tested or remediated.

Is my home impacted?

Neighbor: No, testing is focused on the demolition site. Nearby residents are notified for awareness only. 

Property Owner: At this time, no issues have been identified at your property. If authorized testing will be conducted to verify conditions, and if the fill does not meet environmental standards, the City will remove and replace it at no cost to you.

Can I go on the property?

Neighbor: No, we ask that neighbors stay off the site while sampling or follow-up work is underway. 

Property Owner: Yes, however we ask that you please do not disturb the soil and interfere with the collection of the testing process.

Do I need to take any action?

Neighbors: We are asking that neighbors stay off the property and be attentive to the testing and/or remediation process. 

Property Owners: If you accept the offer for testing, the City will notify you of the scheduled testing date. Property owners are responsible for clearing the property and providing access for testing. We ask that you please do not disturb the soil and interfere with the testing process. How are results shared?
