MARY SHEFFIELD, MAYOR

SUMMARY AND NOTICE FOR PUBLIC COMMENT ON
2021-2022 ACTION PLAN AMENDMENT

Notice is hereby given that the City of Detroit proposes to amend its U.S. Department of Housing and Urban Development (HUD) 2021-22 Annual Action Plan to amend the HOME American Rescue Plan (ARP Act) grant funds (Public Law 116-136). The ARP Act provides a supplemental allocation for the HOME American Rescue Plan fund.  This funding will be used to make targeted, strategic investments in housing and other assistance for people experiencing homelessness and at-risk of homelessness in accordance with the McKinney-Vento Homeless Assistance Act.

In accordance with Consolidated Plan/Annual Action Plan requirements at 24 CFR Part 91 Subpart B and the City’s Citizen Participation Plan, The City has posted the changes to the Action Plan through this Substantial Amendment in order to provide opportunity for public comment. The ARP Act has now provided grantees with flexibilities that make it easier to use grant funds for fiscal years 2021-22 for the City of Detroit to equitably reduce homelessness and increase housing stability. These requirements use a 15-day public comment period for amendments.

Preference Population and Unmet Need

The City’s Allocation Plan identified Qualifying Population 1: Homeless as the preference population for all HOME-ARP activities. Due to the unmet need for housing resources for Qualifying Populations 2, 3, and 4 Supportive Services, projects funded as a result of this amendment may serve these populations.

The City identified the unmet needs for Qualifying Populations 2 through the Detroit Housing Resource HelpLine. Since 1/1/2025, the Detroit Housing Resource HelpLine – a dedicated, centralized housing assistance line for Detroiters – has received 164 calls/month from residents identifying property condition issues as threat to their housing stability. This includes, but is not limited to, circumstances that make a unit unlivable such as lack of utilities access or exposure to the elements. 20 callers/month required urgent intervention after reporting that they will be displaced by a pending Buildings, Safety Engineering, and Environmental Department (BSEED) vacate order declaring a building unsafe or uninhabitable, legally requiring occupants to move out immediately due to critical life-safety code violations, if the legal owner does not make repairs to address the emergency correction orders. In addition, a review of households’ narratives and pathways leading into imminent homelessness prior to needing assistance from Coordinated Entry found that 8.7% of callers, an estimated 130 households per month, reported having been displaced from their last, stable housing arrangement due to rental property conditions.

Over this same timeframe, the HelpLine has received 16 calls/month from residents in need of emergency relocation assistance after being temporarily or permanently displaced by a house fire. However, the same review of Coordinated Entry narratives found that 2.7% of callers reported having been displaced from their last, stable housing arrangement due to a fire or other disaster, thus estimating that 40 households seeking emergency assistance monthly were displaced as a result of these causes.

Referral Methods

The City’s current HOME-ARP Allocation Plan identified that all projects must use Referral Method 2- Use of Coordinated Entry with Other Referral Methods. However, as Coordinated Entry with Other Referral Methods does not include Qualifying Populations 2, 3, and 4, any new projects funded under this amendment will be allowed to use Referral Method 3- Use of a Project/Activity Waiting List through the Detroit Housing Resource HelpLine. Projects that utilize Referral Method 3 will be open to all Qualifying Populations, with a preference for households who must leave their home due to unsafe building conditions as identified by the City’s Buildings, Safety Engineering, and Environmental Department (BSEED), homes impacted by fire, or other disasters, and households whose rent has or had been paid by a federally funded subsidy and has been notified in writing that their right to occupy their current housing or living situation will be terminated within 21 days after the date of application for assistance.

Supportive Services

Supportive Services will assist qualifying households that receive a referral, with case management and payments to cover the entire or insufficient amounts that the qualifying household cannot pay for housing and housing-related costs, such as rental assistance, security deposits, and utility payments. Supportive Service programs will be open to all four HOME-ARP eligible Qualifying Populations with referrals based on availability of resources and priority populations as listed above.

Administration

Administration and planning costs for program management, coordination, monitoring, and evaluation of HOME-ARP activities. HOME-ARP administration includes staffing from the Housing and Revitalization Department and the Department of Human, Homeless, and Family Services. Staff will oversee HOME-ARP funded housing developments and programs, including ensuring all regulatory requirements are met, reports are timely and accurate, and payments align with federal standards.

Methods for Soliciting Applications for Funding

The City of Detroit, through the Department of Human, Homeless, and Family Services, will make funds available through a Notice of Funding Availability (NOFA) or Requests for Proposal (RFP) to award funds to eligible projects. Grants will be awarded to applicants for eligible activities based on an application process and awarded to the extent that funds are available.  In addition, under this amendment the City of Detroit reserves the right to implement this funding directly.
