PROJECT MANAGEMENT ZONING REVISIONS CONSULTANT (PRO HOUSING – ZONING)

The City of Detroit Office of Contracting and Procurement (OCP) on behalf of the Housing and Revitalization Department requests proposals from qualified Respondents to render certain technical or professional services ("Services") as set forth in this RFP#186135 to provide Project Management Zoning consultant services including HUD grant funding.

GOAL
The City of Detroit seeks to structure project management systems and processes between departments and a zoning consultant (to be identified through a separate procurement) to achieve the desired outcome of a final ordinance update that is ready for the Council approval process.

1.2.    BACKGROUND/DESCRIPTION OF ENVIRONMENT
The City of Detroit began a 2018 process to create a comprehensive update the City’s zoning ordinance. This ordinance regulates the use and form of all building activities in the City of Detroit. The 2018 process resulted in a draft code document that is 60-75% complete. There are new inputs that may substantively change the content of this draft.
The City was awarded new funding through the HUD Pathways to Remove Obstacles to Housing (PRO Housing) competitive grant program to complete the ordinance update and expects to award a separate contract for a zoning consultant in Q2 of 2026.

Accomplishing the milestone of updating the City’s zoning ordinance will require the coordination among several City of Detroit departments/agencies including the City Planning Commission, the Planning & Development Department, and the Housing & Revitalization Department.  These public entities will individually and collectively engage with the Zoning Consultant in a variety of ways, including management of the consultant, completing assignments/tasks from the consultant, analyzing recommendations, and reviewing deliverables.  

The City recognizes that coordinating multiple City departments and a contracted Zoning Consultant to accomplish this task on the timeline and budget of the PRO Housing award requires dedicated project management and facilitation capacity.  The City seeks to secure this capacity through this RFP.

If a contract is awarded as a result of this RFP, it will be a City of Detroit Professional Services Contract (Attachment E). The term of the contract will be for twenty four Months. The City anticipates one single award as a result of the RFP.
