The Greater Warren/Conner Framework Plan is a comprehensive study of the east side neighborhoods that are bound by I-94 to the north, McClellen street to the west, Alter Road to the east and Mack Avenue / E. Vernor Hwy. to the south.
In accordance with a Community Benefit Agreement negotiated under the recent Stellantis plant expansion project, The City of Detroit Planning and Development Department has fulfilled the City’s commitment to conduct a neighborhood framework plan with these communities adjacent to the Stellantis automotive assembly facilities.
The framework study for Greater Conner/Warren examines the current conditions of the neighborhoods and makes recommendations to implement strategies to support, stabilize, and develop the planning area. Further, the process is driven by community engagement with residents, stakeholders and other groups and organizations as part of the process in determining how the neighborhoods will grow in the future.
This framework examines and provides recommendations toward the following objectives and deliverables, specific to the Greater Warren/Conner neighborhoods:
The Greater Warren / Conner framework follows the City of Detroit’s Planning Department’s mission to promote a heathy and beautiful Detroit, built on inclusionary growth, economic opportunity, and an atmosphere of trust, for all Detroit residents.

The planning concepts contained in this map are centered in five Focus Areas were developed to address community concerns and catalyze revitalization. The specific recommendations in each focus area are summarized on each tab and shown in the accompanying map. The full framework document will be available in early 2025.

PDD in partnership with the consultant team, and neighborhood residents will determine what topics can be addressed in the Neighborhood Framework recommendations. Areas already being considered or reviewed per the recommendations received during the COO meetings are:
The use of the $800k implementation funds will be determined during community outreach and engagement meetings and guided by the priorities expressed by residents within the planning boundaries. Once we have recommendations, we will explore additional funding opportunities from federal, state, governmental, and private sources that can support the neighborhood framework goals.
The planning boundaries are from McClellan (on the west) to Alter Rd (on the east); I-94 (on the north) and Mack Ave. / E. Vernor Hwy) on the south. The study area is completely within City Council District 4 and includes Chandler Park, Chandler - Chalmers, Fox Creek, part of Riverbend, and East Canfield Village neighborhoods.

Community Stakeholders: PDD will facilitate multiple opportunities for community stakeholders and residents to meet the consultant team, learn about their expertise and provide their feedback. The planning team will host canvassing, information stations, town-halls, and digital outreach that residents can help with getting the word out.
