Landlord Renovate, Repair and Paint (RRP) Training & Incentive Program
During the Fiscal Year 24-25 budget season, Council Member Calloway earmarked $2.5 million dollars in General Fund money to create a program that would address lead-based paint hazards and also bring rental units into compliance with the City's Buildings, Safety Engineering, and Environmental Department (BSEED). The Housing and Revitalization Department - Home Repair & Neighborhood Services Division created a Renovate, Repair and Paint (RRP) Training & Incentive Program, for Detroit landlords, with the goal of educating landlords while also brining more rental units into compliance.

Basic eligibility requirements are as follows:
- Property Owner's primary residence must be within the city of Detroit
- Property Owner can own between one and five rental units in the city of Detroit
- Property Owner must be current on all city of Detroit property taxes or actively participating in an approved property tax payment plan
- Property Owner must agree to the program's affordability requirements
- Property Owner must commit to completing an EPA-approved Renovate, Repair and Paint training course
- Units may be occupied or vacant at the time of application, but must be available for rent to eligible tenants upon achievement of a Certificate of Compliance (CoC)
Landlords that meet basic eligibility, attend the required RRP training and obtain a CoC from BSEED may be eligible to receive $10,000 per unit, up to three units.
