The Denby/Whittier Framework Plan is a plan of action to guide future growth and investment in the neighborhoods bounded by Harper Woods/Kingsville St (NE) – Kelly Rd (NW) – Hayes St (W) –Harper Ave (SE) – I-94/Harper Ave (E). The community and the City will craft the Plan together to achieve: a healthy and beautiful Detroit, built on inclusionary growth, economic opportunity, and an atmosphere of trust.

Planning Focus

HOUSING AND NEIGHBORHOOD STABILIZATION

  • Explore opportunities for multi-family and mixed-use redevelopment 

  • Identify opportunities for publicly owned land and structures

COMMERCIAL AND ECONOMIC DEVELOPMENT 

  • Support small business development 

  • Explore opportunities for commercial corridor improvements 

  • Identify assets and areas of reinvestment

MOBILITY AND STREETSCAPES 

  • Explore opportunities to improve multi-modal (i.e. walking, biking, transit, driving) safety and connectivity
  • Identify opportunities for streetscape beautification

ENVIRONMENT AND THE PUBLIC REALM 

  • Strengthen community infrastructure and networks​ 

  • Act on the City’s “Sustainability Action Agenda” 

  • Explore multi-modal connectivity to parks and public spaces 

  • Identify opportunities to mitigate climate vulnerability 

  • Integrate placemaking and placekeeping designs and strategy
