Phase 2 Information
Current Status: The remaining Phase 2 roof replacements are scheduled for completion in 2025, followed by window replacements, which will conclude in 2026. Since we are primarily a roof-focused program, roof repairs will always take priority. If a home requires a roof replacement, that will be the repair the home receives.
For residents receiving window repairs, there will be a maximum repair spend per home that will not be exceeded, this means that it is possible that not all windows at the home will be replaced. Those in the worst condition will be prioritized based on available materials. If any selected participants exit the program prior to the repair, we will consider applicants who were previously eligible but not selected due to their home repair score.

Background: Renew Detroit launched its Phase 2 application period from October 1 to October 31, 2022, offering roof or window repairs for single-family and duplex homes only. To qualify, applicants had to meet all three of the program’s eligibility requirements:
(1) The homeowner must occupy the home as their primary residence and be either aged 62 or older or be a homeowner with a disability (age 18+) by the end of 2022.
(2) The homeowner has an approved 2022 HOPE (Homeowner Property Tax Exemption)
(3) The homeowner has not received a City home repair grant of $10,000 or more in the past 10 years.
As a roof-first program, Renew Detroit prioritized homes determined to be in need of roof replacements. By July 2023, more than 1,000 eligible homeowners were conditionally selected to receive an essential repair through Phase 2. Throughout the summer and fall of 2023, staff conducted on-site home assessments to confirm both the need for a roof replacement and the structural safety of completing one.
Homes with newer, code-compliant roofs and gutter systems were not selected for roof work. Instead, they will be reassessed in Summer 2025 to determine their eligibility for window replacements based on overall condition and safety.
