DOT and the Federal Transit Administration prepared an Environmental Assessment (EA) including a Section 4(f) Evaluation to evaluate the potential benefits and impacts of the Coolidge Terminal Replacement Project. DDOT hosted a public hearing to present the findings of the EA and receive public comments on February 16, 2023.  The public comment period closed on  March 2, 2023. The EA was available for review in person at Chaney/Detroit Public Library, 1601 Grand River Avenue in Detroit, as well as at DDOT’s office at 100 Mack Ave. in Detroit, and at the Federal Transit Administration Region- 200 West Adams Street, Suite 320 Chicago, IL 60606, during the public comment period of February 1 to March 2, 2023.

Project Overview
 

The Detroit Department of Transportation’s (DDOT), Coolidge Terminal, and Maintenance Facility operated transit service from 1928 until December 2011, when a fire destroyed part of the facility that halted operations. Plans to reconstruct the terminal were placed on hold as Detroit faced the largest municipal bankruptcy in history. 

DDOT now proposes to construct a new bus maintenance, storage, and operations center on the existing Coolidge Terminal site at 14044 Schaefer Highway in Detroit, Michigan. The entire Coolidge Terminal site will be cleared, including the demolition of all six existing structures.  

The Coolidge Replacement Facility will accommodate 24-hour operations and initially accommodate 144 buses, with the capacity to expand to up to 216 buses in the future. Both modern 40-foot buses and 60-foot articulated buses  will be stored and maintained at this facility.

 The new facility will provide 245 parking spaces (230 staff including bus drivers, maintenance, operations, and administrative personnel, and 15 parking spaces for visitors).

Three new buildings will be constructed during the project:  
•    Bus storage and coach services;  
•    Fleet maintenance with parts storeroom; 
•    Operations and Administration 

DDOT anticipates the facility to be completed in 2024. DDOT has hosted two public meetings during the design phase of this project, and a public hearing took place Thursday, February 16, 2023. DDOT will present the Environmental Assessment and solicit public comments. Past Meetings
 

The first virtual public meeting took place on Thursday, June 30.  The presentation document is available here or you can also view the video. The second virtual public meeting took place Thursday, Oct. 27.    The purpose of the meeting was to provide the public with the project overview and to describe the federal government’s involvement in the project,  the NEPA Section 106, and Section 4(f) Requirements. The public was given the opportunity to ask questions and provide input and comments during this meeting.
