The City of Detroit enacted an Inclusionary Housing Ordinance in 2017 so that housing developments receiving public subsidy would provide housing affordable to a range of income levels. Applicable projects receiving public subsidies in the form of discounted land, direct and pass-through public funding, and/or certain property tax abatements require compliance with the Ordinance.

The Ordinance stipulates that HRD publish annual reports, including information on all inclusionary housing transactions and investments made through the Detroit Affordable Housing Development & Preservation Fund, and other information pertaining to the performance of inclusionary housing projects.
