  • New $25.8 million development brings 60 affordable homes, modern amenities and community gathering spaces to Detroit’s Woodbridge neighborhood

Woodbridge Neighborhood Development, Cinnaire Solutions, the City of Detroit and community partners today celebrated the ribbon-cutting of Canfield Parks Apartments, a $25.8 million affordable housing development bringing 60 new homes to Detroit’s historic Woodbridge neighborhood.

Located at 4401 Rosa Parks Blvd. at the northwest corner of West Canfield Street, Canfield Parks Apartments offers 40 one-bedroom apartments and 20 two-bedroom apartments. Formerly known during construction as 4401 Rosa Parks Apartments, the newly completed, four-story development provides residents with modern, energy-efficient homes, in-unit washers and dryers, and accessible housing options.

The development also features a community room, green gathering spaces, a corner plaza and ground-floor commercial space along Rosa Parks Boulevard, creating opportunities for residents and neighbors to connect while supporting a more active, walkable neighborhood.

Canfield Parks Apartments represents an important milestone in a resident-led vision for Woodbridge focused on preserving affordability, promoting neighborhood connectivity and protecting the community’s character. It is the first project built west of Rosa Parks Boulevard as part of that plan and the first phase of a multi-phase redevelopment of the former Wilbur Wright School/Detroit School of Arts site.

"Canfield Parks is the cornerstone of a resident-led plan to preserve affordability, promote connectivity and protect the neighborhood's sense of place," said Jai Singletary, Executive Director of Woodbridge Neighborhood Development. "Bringing new affordable, accessible apartments with modern amenities reflects our commitment to expanding housing options in Woodbridge."

“Every Detroit family deserves the opportunity to live in a quality, affordable home in a neighborhood where they can put down roots and build their future,” said Mayor Mary Sheffield. “Canfield Parks Apartments brings 60 new affordable homes to Woodbridge while advancing a community-driven vision for neighborhood revitalization. By working alongside residents, community organizations and dedicated public and private partners, we are creating housing opportunities that help Detroiters thrive and ensure our neighborhoods remain places where families can afford to live and grow.”

“Creating quality, affordable housing takes more than bricks and mortar,” said Julie Schneider, Director of Detroit’s Housing & Revitalization Department. “It takes collaboration, trust and a shared commitment to the people who call our neighborhoods home. Canfield Parks Apartments reflects what is possible when residents help shape their neighborhood’s future and community-based organizations like Woodbridge Neighborhood Development work alongside the City and financing partners to turn that vision into reality.”

The development is a partnership between Woodbridge Neighborhood Development, a community-based nonprofit dedicated to inclusive neighborhood growth, and Cinnaire Solutions, the nonprofit-affiliated affordable housing development organization of Cinnaire. Together, the partners worked with public agencies, financial institutions and community stakeholders to bring the project to completion.

“Canfield Parks is a powerful example of how public and private investment can come together to address the need for quality, affordable housing,” said Yulonda Byrd, Vice President and Detroit Market Lead for Cinnaire. “No single organization or funding source could make a development like this possible. It takes committed partners working toward a shared vision, and we’re proud to be part of the collaboration bringing new housing opportunities to Woodbridge.”

The $25.8 million development was made possible through a layered financing package that includes 9% and 4% Low-Income Housing Tax Credits and gap financing from the Michigan State Housing Development Authority (MSHDA); HOME funds from the City of Detroit; grant funding from the Detroit/Wayne County Port Authority; equity investment from Cinnaire; Project-Based Vouchers from the Detroit Housing Commission; and construction and permanent financing from Independent Bank.

“When partners come together around a shared vision, places like Canfield Parks Apartments become possible,” said MSHDA CEO and Executive Director Amy Hovey. “We are proud to invest in these 60 new, affordable apartments, giving more Detroiters the opportunity to call the historic Woodbridge neighborhood home. By turning vacant properties into new housing, this development creates opportunities for residents to put down roots and build their futures while adding to the vitality of the surrounding community.”

In addition to expanding the supply of affordable housing, Canfield Parks Apartments provides residents with modern amenities and access to neighborhood destinations. The property offers one- and two-bedroom floor plans, energy-efficient features and ADA-compliant and accessible units. Applications are being accepted for the income-based apartments.
