David M. Bowser, MPH, is a public health leader and urban policy strategist serving as Chief of Staff to Detroit Mayor Mary Sheffield. He operationalizes the Mayor's vision across city government, overseeing citywide communications, strategic initiatives, internal operations, and high-priority projects, while serving as a senior advisor to the Mayor.
Over seven years in the Duggan administration, Bowser built programs that materially changed life for Detroiters in need, including a NACCHO award-winning tenant displacement initiative, the Detroit Housing Services Office, the Housing Resource HelpLine, the Community Health Corps, and COVID-19 testing and quarantine infrastructure.
A Charlotte, NC native who chose Detroit in 2017, he leads with data, deep relationships, and moral conscience.
