Kronos cement batch plant is owned by Hercules Concrete LLC. Their hours of operation are Monday through Saturday, from 6 AM to 7 PM. The plant is zoned M4, intensive industrial. Cement crushing is not performed or permitted at this location. The size and production output (<200,000 cubic yards/year) exempts the facility from a Permit to Install (PTI) from the Michigan Department of Environment, Great Lakes, and Energy (EGLE). This facility has an approved fugitive dust plan, pursuant to the City of Detroit Fugitive Dust Ordinance. As part of the fugitive dust plan, Kronos has installed two air monitors for particulate matter (PM). Particulate matter could include wildfire smoke, dust, pollen, or automotive exhaust. These monitors measure PM around the perimeter of the facility. In the event PM measurements exceed an ambient concentration, of 150 µg/m³, the facility is required to notify the City of Detroit Buildings, Safety Engineering and Environmental Department (BSEED). 

Permits

The cement plant is operating under a Bulk Solid Materials Permit (BSM2024-00003). Included in this BSM permit is a fugitive dust plan, site plan and a geotechnical report. BSEED-Environment Affairs completes (BSEED-EA) twice yearly inspections of the cement plant as part of the permitting process. Currently, BSEED-EA monitors the site and responds to dust complaints. BSEED-Property Maintenance inspects the location every two years to maintain their certificate of occupancy, last issued on 07/08/2024 (BLD2022-00244).

Vacant lots

The vacant land to the west of Kronos is owned and maintained by Crown industries LLC. The vacant land has a fugitive dust plan that includes using calcium chloride to minimize dust.

Looking for volunteers

BSEED-EA is currently looking to partner with nearby residents within ¼ mile from the Kronos site, to host air quality monitors. These monitors are solar-powered, and measures air for particulate matter (PM) and nitrogen dioxide (NO2).
