Property Summary
The property addressed 12625 Greenfield is an industrial facility located in City Council District 1. The primary activity performed at the site is the import and recycling/crushing of concrete into usable construction aggregate. Concrete is brought onto site by truck and stockpiled using front-end loaders or similar equipment. Concrete products are loaded into a portable crushing and screening plant, and recycled/crushed concrete products are then stockpiled by conveyor stack until transport. The facility is in operation five (5) days a week (from Monday through Friday) during the hours of 7:00am and 7:00pm and on Saturday from 7:00am to 2:00pm.
A retail landscaping store, Greenfield Supply Center, is located on the northeast portion of the property and is open to the public.
The facility was issued a land grant in 2018 to operate a concrete crushing business. In 2022, the City of Detroit Buildings, Safety Engineering, and Environmental Department (BSEED) issued a notice of intent to revoke land use, alleging the facility was out of compliance with land grant use conditions. In September 2023, a court ruled that BSEED’s decision to revoke the facility’s land use grant was not reasonable, and the facility was allowed to stay in operation.
Based on the court ruling, the facility and the City of Detroit entered into a consent agreement in order to address operational and public health concerns regarding the facility. The consent agreement limited pile height to 45 feet, required paving of interior roads at the facility, quarterly fugitive dust monitoring, an amended fugitive dust plan, the installation of rumble strips at entrances/exits, irrigation of onsite materials, a geotechnical report of the facility, and $25,000 from the facility to be put into paving of exterior roads.
The facility is also regulated by the State of Michigan Department of Environment, Great Lakes Energy (EGLE), which has approved a Permit to Install (PTI) for Greenfield Supply Center. A copy of the Consent Agreement, the facility’s Fugitive Dust Plan, and EGLE’s approved PTI are provided below:
