Second Deputy Commissioner
Robert Stokes was appointed Second Deputy Commissioner in 2022 and tasked with developing emergency preparedness protocols for the Detroit Fire Department. He also oversees the implementation of the Incident Command System (ICS) within the Detroit Fire Department and set the structure for the successful planning of large-scale events in the city, including the 2024 NFL Draft, the Detroit Grand Prix, dignitary visits and other large annual events held in Detroit.
Stokes also oversees Maritime operations along Detroit’s international waterway. He was appointed by Governor Whitmer in 2022 as Chairman of the Michigan Fire Fighters Training Council and ensures approved programs and standards are implemented effectively not only here in Detroit, but across the State of Michigan.
With a passion for training and inspiring others to be the best version of themselves, Stokes oversees ensuring implementation of specialized training at the Detroit Fire Department, such as Confined Space Rescue, Trench Rescue, Aircraft Rescue and Firefighting training.
Stokes joined DFD in August of 1984, and transitioned to DFD’s Regional Training Academy, where he quickly rose up the ranks, before leaving DFD for the State Fire Marshal’s office in 2021. His passion and commitment to ensuring DFD is on the cutting edge of training and prepared for anything that may occur is evident in everything he does.
Stokes holds a bachelor's degree in Fire Science Administration and a master’s degree in organizational leadership.
