2. How were the Neighborhood and the Districts selected?

In an effort to ensure equity in distribution of resources, the City used data collected from the Detroit Water and Sewerage Department about water in basements (specifically neighborhoods where 2 out of every 10 households experienced water in their basement), and census data to identify low-to-moderate income households (those households at or below 80% of the Area Median Income) The City then used this data to inform the 22 Neighborhoods identified as the most impacted by the disaster

3. I do not live in the 22 neighborhoods identified, but I still have water and sewerage issues.

4. What is the difference between the Basement Backup Protection Program phase 1 and the CDBG-DR PSRP?

Phase 1 program was allotted to 11 neighborhoods and funds were available through the American Rescue Plan Act (ARPA). Phase 1 was completed as of September 2023. CDBG-DR PSRP program is allotted to 22 neighborhoods which may include some neighborhoods from phase 1 but not all. These funds are available through Community Development Block Grant – Disaster Recovery (CDBG-DR) and started in January 2024. 5. What are services eligible for repair under the CDBG-DR PSRP Phase 2?

Clean and inspect sewer lateral service line with a camera scope
Disconnect downspouts and install extensions at least three feet from foundation whenever necessary
Repair or replace private lateral sewer and install cleanout
In rare instances and only when needed, install sump pump on properties where diversion is possible
Install backwater valve and, on rare instances when needed, sump pump with sump pump overflow

6. If I have previously received recovery assistance does that disqualify me?

The program has a list of eligible services. You cannot receive assistance or repairs for exact same services provided previously through recovery assistance. I.e you received funding from FEMA or homeowners insurance to repair your sewer lateral line. We cannot also back pay for services you paid to have done on your own.

7. Do I need to have homeowners insurance to participate in the program?

Homeowners Insurance is recommended but not exactly required. You will, however, be required to complete a Homeowners Insurance Waiver Request Form demonstrating that either you cannot afford insurance or that your home is unable to be insured. If you do not meet criteria, residents should expect to carry insurance.

8. Are there income requirements for the program?

o be eligible for services households (everyone’s income residing in the home that is 18 years of age or older) must be at or below 80% of the Area Median Income (AMI) as required by HUD. To see income levels for household sizes, click here.

9. Are there other services or programs for basement backup protection available for those who exceed income levels and not in qualifying neighborhoods?

Not through CDBG-DR PSRP, however if any additional resources become available we will notify residents of updates.

10. How long is the CDBG-DR PSRP?

CDBG DR PSRP is a multi-year program. Applications will be accepted on a rolling basis until funding is exhausted. Intake and outreach will continue throughout 2024.

11. If I completed an application for Basement Backup Protection Program Phase 1, do I have to complete another application for CDBG-DR PSRP?

Yes. The Basement Backup Protection Program phase 1 was funded under another funding America Rescue Plan ACT (ARPA). CDBG-DG PSRP is a similar program but under a completely different funding source which have different eligibility requirements. For Eligibility requirements please click here.

12. Do I need documentation that shows I was impacted by the June 25-26, 2021 flooding event.

Yes. Households must be able to demonstrate your home was impacted by the June 25‐26,2021, flood event. Homeowner should provide proof of 1 or more of the following:
a.   Home Insurance Claim
b.   FEMA Claim
c.   DWSD Water In Basement Claim
d.   Invoices from work completed by a licensed contractor/business.
a.   Claims must be between June 2021 - September 2021
e.   Other: reviewed on a case by case basis?

13. What if I don’t have any documentation or proof can I still receive services?

No. HUD requires documentation demonstrating you were impacted by the storm. However, on a case-by-case basis we are asking eligible residents to submit what they believe may be proof for us to decide based off mandatory HUD criteria and guidance.

14. If I am a landlord in a qualifying neighborhood and the home is vacant. I have documentation that the home was impacted by June 25-26 2021 flooding event. Can I still receive services?

No. The home must be occupied by an income eligible tenant. You can apply and provide other necessary documents, but an approval and services will not be granted until income eligible tenants information is provided.

15. I have a DLBA home am I eligible?

In terms of the DLBA, our program is for owners of occupied homes and rental properties that are occupied with qualifying tenants. If a home was purchased through the DLBA, going through the compliance process (not occupied), then it would not be eligible. All applicants need to show a tie back to the June 2021 flooding.
