The City of Detroit Housing and Revitalization Department's 2025-2030 Affordable Housing Strategy was developed by evaluating market and demographic trends post-COVID-19, assessing current housing affordability programs and policies, and analyzing housing policy best practices. 

The Strategy was informed by the input of community organizations, housing providers, lenders and other practitioners, as well as government staff across various agencies. Dozens of stakeholder interviews, focus groups, and surveys were conducted between August 2023 and June 2024  to gather input.
