The 10/30/50 Payment Plan was developed for Detroit Water and Sewerage Department (DWSD) customers who have past due balances and/or are delinquent on their accounts. The plan has no income restrictions and allows payments to be spread over a 6-24 month period with as little as a 10% down payment on the past-due amount.
If you are enrolled and fail to make your payments, you can re-enroll at 30% of your past-due balance. If you encounter further financial issues and break the plan again, you may re-enroll with a 50% deposit.
The 10/30/50 Plan is only available to Detroit water customers who have responsibility for the property's water, sewerage and drainage bill. The plan is for both residential and non-residential customers.
You may apply for the DWSD 10/30/50 Plan online through the Customer Care Portal or visit a DWSD Customer Care Center during business hours (please bring a government-issued ID, your social security number and be prepared to make a deposit). If you are not registered on the DWSD Customer Care Portal, watch this video to learn how. (Also available from the playlist below).
If you meet the low-income guidelines, you may apply for WRAP, the Water Residential Assistance Program.
