Mayor Duggan's statement on Senate approval of Pay as You Stay legislation aimed at helping Detroiters stay in their home

Today’s unanimous passage of Rep. Wendell Byrd's Pay as You Stay legislation in the State Senate is a major step forward in helping Detroiters stay in their homes. I thank Senate Majority Leader Mike Shirkey and Finance Committee Chair Jim Runestad for their support. I especially want to thank Sen. Stephanie Chang and our Detroit Senators who fought hard in a united way to secure today’s vote.

I also appreciate Council member Janee Ayers and the Detroit City Council who unanimously backed the PAYS legislation, as well as the ongoing efforts of Wayne County Executive Warren Evans and Treasurer Eric Sabree.  The community support from Quicken Loans and the Family of Companies, United Community Housing Coalition, U-SNAP-BAC, and Wayne Metropolitan Community Action Agency were also enormously helpful.

Through a series of previous efforts, we have been reduced tax foreclosures in Detroit by more than 90%. PAYS will give us another to try to keep every homeowner in their house.

Next week, we will push for concurrence in the House of Representatives. As we wait for the House to act, we urge all those in need of financial help with back taxes to apply for the Homeowner’s Property Tax Assistance Program (HPTAP). HPTAP is a requirement to be eligible for PAYS to reduce past payments and can also dramatically cut your tax bill going forward.
